Designing for all
Use the right wordsCommunicating clear messages to a large audience starts with using the right words. Emergency responders jargon and technical words aren’t effective, especially when immediate action is required.&#38;nbsp; It’s also important consider how different groups interpret certain language and adjust accordingly.

The word shelter incited negative connotations in some users which dissuaded them from feeling comfortable staying at these facilities. Instead we chose to shift the wording to “your local evacuation centre”&#38;nbsp; emphasizing the support of their local community.

	De-emphasize “risk”“At risk” means very different things to different people. This means recipients will react unpredictably to risk-focused emergency alerts. Instead of outlining the hazards of the emergency, we chose to focus on immediate steps to mitigate them.

Yes, it is critical to have water, food, and medications available to you in the event of a disaster. However, there is limited research to justify the extraordinary emphasis that disaster management leaders have placed on the 72 hour emergency kit. It has become apparent that connection to local community is significantly more important than these kits, as supportive networks are much more adaptive to crisis than a bag of supplies.

We created an awareness campaign based on what to do instead of what’s at risk. We framed it around the idea of evacuation zones so people are more aware of their surroundings and the resources and communities in them.

Support spontaneous volunteers

Most interventions and rescues actually come from Samaritans in the aftermaths of disasters. People organize through social media or just go out to help their neighbours. It’s important to be aware that emergency responders are only a part of the equation. Tools can incorporate ways for people to help one another and give extra structure to spontaneous organizations of volunteers.

In emergency events, people will go where they are used to going for information and resources. This often means social media and service apps.

There are already disaster related features on platforms like Facebook (Crisis Response, Safety Check, help forums). These could co-exist with governmental official information, to combat the misinformation that often arises on social media.

Leverage sharing economy appsSharing economy apps such as Lyft, Poparide, and Airbnb already laid a structure for people connecting to one another to share resrouces. These can be repurposed and oriented to in the event of a disaster, instead of creating new tools from scratch.

 People tend to wait until the last minute possible to leave. Unfortunately, their notion of “last minute” is typically based on travel times during normal conditions, not under severe evacuation. When faced with the reality of needing to evacuate, people start figuring out who they need to pick up, where to go, and so on, creating secondary traffic patterns that interfere with the general direction of the evacuation. Once the orders are given, many people want to leave when they want, not necessarily when it is optimal for the system as a whole to ensure the shortest possible clearance time and the least delay to all users.
