Most governments have alert message systems in place to notify a whole area via text message. This point of contact can be leveraged to provide active resources.

An alert message that provides more details about how to evacuate in the form of concise steps and gives access to further information in the form of links. It also acts as a bot that responds to messages and will orient people towards the right resources or answer their questions.
